>The tech counselor suggested I run a wire from the fuel filler cap to the
vent line that exits the BL-134 rib, then on the exterior of the rib
attach
another wire to the vent and connect this to the ground wire for the
nav/strobe lights. Has anyone else done this?<<<<<<

It sounds like a good idea and I wish I had done it although at the time I
too did not come up with any easy way to attach the ground wire to the fuel
filler  neck.  I have not heard of any Lancairs experiencing any static
induced fuel tank fires but  there have been a few incidents involving
other experimentals.  In one case involving a acquaintance, as the fuel
nozel was inserted into the fuel tank a vapor fire ignighted which was
quickly put out by placing a blanket over the filler neck.  Only minor
exterior paint  damage for  about 1 foot radius around the filler neck was
done but the owner was lucky to have had  the blanket handy.  This does
seem to be a very rare problem.

Having not grounded the filler neck on my aircraft, I  always have my
Lancair  floor carpet out and available during fueling and know where the
extinguisher is located.  I also make a habit of touching the filer neck
when I remove the filler cap and then pick up the fuel hose and valve which
is laying near by.

Just some wild thoughts on perhaps a non isue.  Any static experts out
there?
