Section D Flaps, page 10-18 is slightly confusing (for me). Previously I had reinforced
the lower wing skin and aft spar in the three flap hinge attach areas in preparation
for the flap hinges. Now, as I am about to build the flaps, I have trimmed and fit each
lower flap skin and have cut and fit the hinges but they are not drilled and attached
as yet.

Step 5 seems to suggest that the hinges be attached NOW with the K1000-8 anchor nuts
and screws, before adding the 3BID along the forward face of the flap web as well as
BEFORE adding the 7 additional BID where the hinge sections attach to the lower flap
skin.

Wouldn't it make sense to install all the reinforcing BID before drilling and attaching
the hinges?

This would not be the first time I misread the directions...
