Both documents make the point that the last 1/4 inch of throttle (fuel injection and carburetion) activates a mixture enrichment feature that provides significant engine cooling during the critical takeoff phase of engine operation. Therefore less than a full power takeoff should only be obtained by reducing RPM from the rated full power RPM. With a fixed pitch prop this reduction is automatic.
