Submit form 337 (major repair or alteration) to FSDO, signed by an IA, describing the physical installation of the GPS. Also submit Flight Manual Supplement (sample FMS comes with GPS), copy of the STC, GPS ground test form, and Instructions for Continued Airworthiness form. 2. When 337 and Flight Manual Supplement are approved, submit second 337, signed by an IA, describing how the GPS installation complies with applicable FARs regarding GPS IFR certifications. Approval of the second 337 is the final approval for IFR certification. This is the procedure in our (Dulles) FSDO, and FSDO inspectors vary greatly in their requirements. The most painless way to proceed is to speak to the avionics inspector at your FSDO before starting the work, and ask him what he looks for. Some inspectors require much less than others (Dulles is probably one of the most strict). Also obtain a copy of AC 20-138, which describes the requirements for GPS IFR certification in detail.
