Giffen, I would recommend that you reference the stab incidence to the wing incidence not the fuselage waterline. There should be a paper template with your manuals for the wing. Also, be sure to prefit the vertical stab prior to bonding the h-stab. After the hysol is applied to the h-stab and the h-stab is placed on the fuselage, put the vertical in place and check for plum. Use a rope to tie it off to the exact vertical position you want. If this is not done during the h-stab bonding process, you will have a difficult if not impossible time getting the vertical straight.
