For those of us that hand built our airplanes just for the purposes embodied in the "Experimental, Amateur Built" category, we would prefer the 51% rule be left intact (thus we are 51% safe).  For those leaning in a different direction, the "Custom Built" category is perfect as certain standards related to safety would be established.  To know what those standards are for both plane and pilot, contact your Aircraft Insurance company.

so....not to get off track here or anything.....but shouldn't the issue be
how to make the planes safe?
vs. who did the work?
