Why not 2 engines? They are a lot less reliable then the transponder. If I had a broken Transponder, I would get it fixed. You can fly below 18,000 in VFR. I have used ferry permits several times. I carry External backups for critical items, radio & GPS. Extra weight is not good in an airplane. I configured a new C-421 with a lot of equipment one time. It weighed so much that it couldn't carry even 1 passenger. I then reconfigured it with 1/2 of the equipment and it turned out to be a very nice airplane.
