Matt,
Do yourself a favor. Spend about $50 on a couple of pressure gauges. I bought mine from Lancair a couple of years ago.
Mount one on the high pressure side and one on the low. You can mount them in any convenient place. You don't have to read them in the air. These gauges will give you a real insight in to how your hydraulic system works.

I suspect the problem is the fluid in the hydraulic cylinder. Maybe there is still enough pressure JUST to not let the gear come all the way down. Not quite sure.
