 Okay,  Here's what I found out.

  I jacked up the plane.  Gear down and locked.  NO hydraulic leaks.  Then I
released the dump valve.  Then, I disconnected the main hydraulic cylinders.
 Manually, pushed them in to get them out of the way and manually retracted
the gear.

  The gear easily fell down and locked into position within about a second.
 So, I KNOW it is the hydraulics not allowing the gear to freefall freely.

  I doesn't take much to pull it down and when I fly, the wind might pull it
down but I really want to pass the free fall test on the ground.

  I can manually pull the cylinder out but it is not real easy because there
is fluid in both ends so the only thing I can guess is that I have too much
hydraulic fluid and there is nowhere for it to go.

  Any ideas?
