You need 43-45 gph to do what Jeff suggests.
+ depending on your cowl you may need air guides over the exhaust sections of the cylinders to keep the cooling air flow moving through the fins
+ or exhaust tunnel extensions.
 
31/2500 inches COULD be worse than 38/2700 depending on mixture and spark timing.

I use 2500 and 31 inches about 27 GPH.  It was my understanding that continuous operation at 38 inches was not recommended. I have not tried to climb at that setup, it might run cooler.
