Jim,
Try removing the spring and start the engine briefly. If the pressure stays low you may have the wrong spring or housing. If it stays high look for a restricted drain back to the sump.
 
Where are you picking off the pressure reading. The pressure upstream of the oil cooler and filter is substantially higher than at the relief valve.
 
I noticed that some new Cessna’s pick the oil pressure off the front end of the lifter gallery and run a stainless steel tube back to a transducer behind the engine.
