Wouldn't a mismatched toe in/out cause some of this
shudder?

It
sounds like you covered the obvious issues.
Try
the taxi tests with wheel pants off. If that eliminates the vibration try to
reduce pant weight, especially aft of the axle. The pant attachment should be
quite rigid, is it?
As
a last resort try adding some weight to the nose of the
pant.
What was the tire wear like on
previous sets?
Are
the gear legs crack free and rigidly attached to the
airframe?
You
could try a different brake pad material, just a shot in the
dark.
