Another option for a rudder lock would be to design
it into the top of the vertical stab.
A 1/4" hole drilled from the front of the vertical
stab into the rudder counterweight could accept a pin
(with "remove before flight" flag).
The pin could be made of a brittle material that
could be broken if you inadvertently took off with
the lock still in place.
