yes...I believe available to be the key word and not necessarily in plane view,mine are in a vinyl pouch velcroed to the seat back.

Don't forget that the Operating limitations are a part of the 8130-7 Special Airworthiness Certificate.
Operating Limitation # 1 states "These operating limitations are a part of the FAA Form 8130-7, special airworthiness certificate, and are to be carried in the aircraft at all times and be available to the pilot in command of the aircraft."
