Yes, it can. An example showing some major components of a side-by-side Chelton layout is attached. The Cheltons and the three 3-1/8" instrments are placed as close as they can get and still be able to build the panel. The round gauges can also be centered on the left Chelton and still fit. Note that this panel is flat all the way across and maximizes available space. You can't do this with a standard Legacy panel that has the avionics stack in the middle.
