'Nice posting on the drag reduction, Fred - very informative! I would add - use the exhaust in an augmenter to help get the cooling air back up to freestream velocity, and cover the cylinder fins from top to bottom with carbon or glass to keep the air in total contact with the fins; the air, due to centrifugal force, tries to rise above the fins as it curls around them.
