Jim, I had a similar problem on the 320. I replaced the magnetic switches but
the problem continued. Several mechanics looked at the problem and whilst
releasing the flaps was no problem to them only one suggested a permanent
solution.
The solution was to place a bushing to stop the actuator getting "locked up".
I had a shop do the work but if the theory makes no sense I could organise a
photo.
I am unsure if the 320 and Legacy have the same mechanism?

instance I was able to unhook the motor from the flaps and get it to

each instance I found that the motor had pulled the actuator rod past

When I pulled the pin out of the rod end the rod was very tight inside

housing. When I slightly rotated the rod it got free and the motor
