I replaced the magnetic switches but the problem continued. Several mechanics looked at the problem and whilst releasing the flaps was no problem to them only one suggested a permanent solution. The solution was to place a bushing to stop the actuator getting "locked up". I had a shop do the work but if the theory makes no sense I could organise a photo.
