as the manufacturer. A person. Not a corporation--- club--- or partnership.
 
Why do ASI's give certificates with errors??
 
DAR's attend a seminar every 2 years with AFS 640, Designee Standardization Branch.
FAA personnel (ASI's) attend IF available.
Need I say more?

The answer is---It can't. It must be an individual if you read the AC20-27F. Only makes sense.
It is Experimental/Amateur Built and built by JCB 5 Inc.
I guess the DAR was ???????????????
