It wouldn't hold pressure up or down and, after rebuilding/replacing actuators and the dump valve, I went after the pump.  In my ignorance, I failed to disassemble the pump valve area and simply bought a new one.  Years later I did remove the shuttle valve and its components only to find that an o-ring was worn quite thin and would have certainly allowed fluid to pass by. I had used the old pump for some hydraulic testing, but just before the disassembly, the motor froze up.  ???  And yes, the new pump resolved the problem.
