I plan on a Hartzell Full Feathering Counterweighted Prop. that will go to full feather/course pitch on a loss of oil pressure. I understand that you can adjust the stops as to where the pitch ends up: full feather or a course pitch. This way you can strike a balance between having some thrust on take off? with, say a Governor failure and a safe glide speed with a failure at altitude.

One thing I am exploring is to install an Accumulator to provide the oil pressure to place the Prop back to Fine Pitch with an oil or Governor failure on take off.

The Hartzell Prop is the one that was made for the Legacy: HC-H3YF-2UFX/FC7391D-3X
The prop governor is the same governor that is used for the IV/IV-P feathering propeller.

In this case I haven't worked put my emergency procedure for take-off.

I like your engine out approach.  Its similar to the old Air Force flame-out approach scaled down for slower airplanes.

Its my understanding that once the engine stops (TSIO 550), you can only change the prop pitch while the oil pressure lasts.  Therefore, my engine out procedure begins with:  1.  Pitch down  2.  Pull prop  3.  Pull throttle(if engine surging)   4..........

Just a suggestion
