 Doug,
 I had the same issue on my 2005 IV-P.
 With much hekp from Bob Pastusek and Jeff Edwards, I finally figured out the
hydraulic accumluator had gone bad.
 I also could only get inches of travle form the flaps without the battery on.
 Now with new accumulator, I have3-4 full extensions and retractions, no
problem.
 Odd as it is, they do fail.
 Accroding to Vern  from Lancair, I am about the 3rd in 13 years.
