This happens every time I take my Hartzell Constant Speed prop off and drain the oil from it.  It just takes patience to wait for the prop to respond to the coarse pitch request during run-up at 1800 rpm to get the oil circulating thru the prop.  It must take a while for the air to work its way out of the governor system.  Recently I made 7 ground runs at 2600 rpm for dynamic prop balancing and the next flight required similar patience before the prop responded to a pull on the control.
 
Once the prop has moved to coarse pitch, subsequent run-ups have resulted in quick response from the prop.
