It just takes patience to wait for the prop to respond to the coarse pitch request during run-up at 1800 rpm to get the oil circulating thru the prop. It must take a while for the air to work its way out of the governor system. Recently I made 7 ground runs at 2600 rpm for dynamic prop balancing and the next flight required similar patience before the prop responded to a pull on the control. Once the prop has moved to coarse pitch, subsequent run-ups have resulted in quick response from the prop.
