The F-16 is neutrally stable, the B-2 is unstable, the F-22 is unstable, the F-35 JSF, and more. Eventually, as fly-by-wire becomes affordable, I expect homebuilts will press that direction. Your statement is probably correct for the current homebuilt market, however.
