In our 360, the hottest cylinder is #3 -- it seems no amount of changes we worked on would improve it much (barring a complete plenum approach).
We use a NACA scoop fed from the pilot side.

I just noticed that the May issue of EAA's Sport Aviation also has a useful article on cooling.  It is worthwhile reading.
