This is only true if you are running at (in my O-320) 2,700 rpm. I do about 75% power at 6,500 at full throttle because I am using 2,350 rpm. The 75% rule applies for sure to fixed pitch props that are running at 2,700 rpm at 7,500 msl at full throttle.

The old rule about 75% power at full throttle at 7500'-8000' with a normally aspirated engine is only true for slower airplanes. If you're getting good ram pressure recovery, the 75% power altitude for a TAS of 200 mph is 9500', and at 250 mph TAS, it's 10,500'. We're actually getting more power because of our higher speed than we originally thought we were getting!
