You are correct and that is a step that should be checked if the gear pump works in the down position but will not come on when the switch is moved to the up position. I have just such a setup with a red back lighted push on switch located on the panel and the lighted label says "Squat Sw Bypass". Many have mounted a switch under the panel for ground testing, although I like the panel mounted one that appears in my gear problems emergency check list.
