I doubt if you can expedite the process in time. They used to be very hard to get and were good only for that base at the time and date you requested. As I recall the regulation from back in the late 70's, retired military were to be treated like civilians. But if you were a member of an Air Force flying club, you could get PPO rather easily.
A few years back, I read where a retired military pilot could apply for blanket permission to land at one of several bases and once approved, required only a telephone call to get the PPO. You had to specify what reason you were applying; eg. medical business at the base hospital, personnel office, legal office ... . This was before 9-11, so I am not sure how it works now - if it works at all.
The other side of McConnell is owned by Boeing. They might have a procedure to get you in. Just to the north - like over the north perimeter fence - is Cessna plant. If it is still in operation, they might let you land there.
