Bill,
The (probably) Airman you spoke with at McConnell base ops wasn't blowing
you off -- you will need to get permission first. If memory serves, the
form mentioned must be submitted to HQ USAF (can't remember specifically
where) and approved before you can get a PPR (Prior Permission Required). I
don't thing there's a process to expidite this one. Once approved, you're
good to go to land and ANY military facility as long as you get a PPR.
Again, from memory, this is good for one year and must be renewed to keep in
force.
BTW, this has nothing to do with 911 or USA Patriot Act. It has to do with
insurance, hence the annual renewal requirement. The US Military wants to
make sure you're insured before they allow you near any of their expensive
toys!
