It is a rare
occurrence for the FAA to revise it's rules, policies, or
interpretations to make one's life easier, other than the bureaucrats
who have enforcement responsibilities.
It sounds like no
one really knows what is being proposed here, but my instincts and experience
cause me to be leery of what may be happening. Everyone should be very
vigilant
