A good source of information on this subject is an article titled "Fuel
Handling Safety" done by the CAFE foundation. It is in Sport Aviation,
December 1998. This is a good article. One conculision is that most of
the static charge can be removed by wiping the fuel cap with a damp rag
and/or touching the fuel nozzle to the cap before opening. Bruce

Mostly I was doing this to see if it was possible to use the skins as a
ground plane for the SSB/HAM radios but it would apply to grounding the
plane before filling the tanks.<<<
