This timer was used for some of the maintenance, don't
remember which. The purpose of this post is to ask anyone if they are familiar
with this type of flight "timer" and where to get one as I think I would like
to add one on my aircraft for all of the obvious
reasons.

Yes, ALL official AIRCRAFT time (airframe
and engine) is Time In Service. The device that you described would accurately
record TIS. Most GPS's will do exactly the exact same thing (start timing at a
certain airspeed).
All official (civilian) PILOT time is Flight
Time. This includes taxi (for the purpose of flight) time.
Most hobbs meters are connected to an oil
pressure switch or perhaps just the master switch and measure neither TIS nor
FT.
Airliners have the ACARS looking at the parking
brakes and the squat switch. That way the out/in times are recorded for
pilot times (we get paid according to this time) and the off/on times are
recorded for aircraft maintenance time.
