I took old inner tubes and made sleaves out of them.  Giant hose clamp on each end made for the attachment.  Mine are unique in that they attach to rings that insert into the leading edge of the cowl halves.  The plenum leading edge is also cylindrical. 
 
So if I'm hearing you correctly, you could do as the Greenamier Legacy is built.  That is, have the lower cowl intake include the entire cylinder.  This would allow proper attach to both cowl and plenum.  Then the top cowl, using only a flange at the leading edge, could bolt on top.
 
I found the plumbers tubes to be too stiff for my installation.
 
A better installation would use the legs out of an old wet suit.
