If you start from the FAA web-site http://www.faa.gov/avr/ , you're 
going to find everything the Administrator has about certification, 
standards, proposals, and so on. It's amazing for me to see how easy to 
access the information. Here in Europe we have to pay a fortune to get 
access to the JAA (JAR) documentation. They don't put it on the web, 
just selling CDs and paper.
