They are not used from the axle to the brake cylinder. As for toughness, when we were installing our first set past the pinion pin we accidently caught the DHI brake line between the pinion pin and the gear leg. It is definitely not fragile. I called DHI, and they said that if it is not cracked, it will be fine. It is very tough stuff.
