if we assume that 45 degrees at 100 knots is the max allowable force, then 10 degrees at 160 knots should be about 61% of the max allowable (17.4 x 2.5) / 70.7. Still conservative but more than 17%.
You are RIGHT ON! Thanks for carrying out the full calculation. I must have been in a hurry. Now I know for a fact that 10% flap usage is OK at 160 kts.
