It was under a pile of otherwise junk mail 8 inches from my keyboard.
Thanks for helping me unclutter my filing system.

The article seems to exclude Part 91 operators (except for Large
Airplanes) so I sent Mr Terpstra an email hoping to further enlighten my
Part 91 legalities.  I'll publish his thoughts.
