Filled out the application and paid with CC online and got the $100 piece of paper in the mail a week later. There is no air defense zone on the northern border so 3" numbers are OK as long as you are legal with them in the US. I happen to have 3" numbers on my Mooney (grandfathered in due to the age of the plane) and no one has said a thing about it in the last week of shuttling across the US/Canadian border in the northeast. You will need 12" numbers if you are planning a flight to Mexico or the Caribbean. Crossing the border between the US and Canada has been a very pleasant experience. The officers on both sides of the border have been courteous, efficient and pleasant to work with. Hamid
