They don't want to talk to one another.Here is what happens when I push the F.to DES or the F. RES button: The unit will read "off" for a second then go to "on" and never change from that state. There is no hash mark on the display. I tried NMEA Out, RTCM In/NMEA Out Both have a 4800 bard rate. The RTCM In/NMEA Out Said that it is Scanning at a freq. of around 300.0 khz (this changes) also a bit rate of 100 that changes to 200 and back again. The status says "scanning" for 10 sec then says Check Wiring. I did check the wiring and it is OK. The FP-5L is setup to receive the format (In3) and output is setup for an output of OT2.
