Why does the Legacy wing have that little angle in the
leading edge?

George,

The wing is a composite double taper. The inboard part, along with a true Fowler flap, provides good lift at slow speed and large enough to handle the larger undercarriage.  The outer taper is without any washout and supports larger ailerons for better balance of the controls.  It should have better performance and stall characteristics.  Its like having two different wings on the same airplane.
