1. Flying the pattern for touch and go; Should I worry about quick power
reductions from 38 inches on take off to 25 on crosswind to 20 and down to
13 on downwind all these setting changes in probably 2 minutes?
I wish that I could spend more time practicing touch and goes but Don Goetz said that good landings will come with time. Don said that the plane isn't designed for touch and goes. Based on Don's recommendation, I might suggest that you practice IFR Approaches through to the landing instead of just touch and goes.
2. To maximixe range: If my cruising altitute will be 18,000 , should I
start leaning during climb as long as I watch temp limits?
Leave the mixture at full rich. At the high power settings used for climb, the extra fuel cooling is needed. When I had my C340, nothing would change from takeoff to 18,000 ft. If your engine is set up correctly, you should not have to make any changes during the climb. Once your waste gates are fully open, that is above about 21,000 ft you may want to change some engine settings.
