Mark,
I installed the Com antenna on the centerline of the vertical stab. 
After the first rudder skin and ribs were in placed, I cut out "blocks"
to half the rib depth were the antenna needed to pass through the ribs. 
After the antenna was in place the removed blocks were returned and the
cut lines glassed over.  In this way the entire rib is fully attached to
both skins.
