You are waiting for the fuel in the manifolds to evaporate into a more combustible (richer) mixture. This technique can also be used on carbureted engines when using the primer only. DO NOT pump the throttle (activating the accelerator pump) without having the engine turning. Doing so invites an induction system fire. I've seen a Piper Archer burn up. It wasn't pretty.
