I made a wood mockup of the weights, made plaster mold of the model and
then lead castings. So doing I was able to maximize the use of the
available space, and ended with substantially less weight than indicated
in the manual (7.8 lbs for the ailerons and elevators).
Pounding and filing the lead bars provided is a futile enterprise, and
there is little possibility of extending the weights forward of the
leading edge.
The lead casting was done using an old saucepan, and was surprisingly
easy.
The same method was used on the elevators except that the mockup was
made out of modeling clay.
