I've flown a cessna 172 into national a couple of times from the northeast. If you ask BWI for clearance, landing national, they send you directly through. Not sure how approaching from the south or west would work. There is a landing fee, but National ATC didn't have a problem with my low and slow aircraft. Its also a very convienent taxi trip to your DC destination. >From the NE, they vector you down the anacosta (sp?) river and advise to stay clear of the mall area. Great view, btw.
