I would use the techniques in combination. Use a metal strip backing if possible for the bucktail to form against, shoot the rivets wet with proseal or hysol as applicable, countersink carefully if the material is thick enough and, most importantly in my mind, use soft rivets. The "chicken" rivets add a modicum of security against vibration to the glue joint between the metal and fiber. Soft rivets will cause less distortion in the composite especially when used with a backing strip. The glue, whether hysol or proseal, will really add strength to the assembly and make it very resistant to vibration. Trouble is it's very messy to shoot or squeeze rivets in a wet joint.
