Answer,

I am 5ft 4 inches short. That shut off valve is too far for me to reach even
without the sholder harness in the 360.  ssooo I installed a red handled
cable with a center push button, obtained from aircraft spruce, routed the
cable across the back of the instrument panel and located the handle on the
lower left corner of the instrument panel right where it bonds to the
fuselage wall and longeron. it is properly labeled with red lexan plastic
back engraved and right in front of my face.  I made the appropriate bracket
and connected it to the handle on the other end and it works fine.  Also, I
believe FAA regs require that all controls, switches, knobs, etc. be readily
visible to the pilot in command.  I was surprised that Lancair would let
that situation continue in the manuals without proper notification and
correction. This solution solves many of those problems.
