I had similar problems with oil cooling. At higher AOAs such as in the
traffic pattern  the oil temp would soar to the red line.   After some
testing with the output air from a vacuum cleaner and the NACA scoop
tuffed, I discovered that the air would enter the NACA scoop and do a 180
degree turn and exit the NACA scoop.  

The air decided that an in and out routing was easier than the in, sharp
turn, through the tube, oil cooler and exit.  

Since the transition between the NACA scoop and the SCAT tube that
delivered air to the oil cooler was a sharp 90 degree angle, I taped a
temporary piece of cardboard forming a curved transition at the back of the
NACA scoop.  To my delight, a test flight confirmed, problem solved.
