Tom, download "The Gimp". There's a version for Windows if that is all you have. Just load the pic and save as jpg. Most of the camera programs will save as jpg, but they do a poor job of compression. Load the same jpg in the Gimp, save it, and watch it loose 90% of its file size.
A Google search with "gimp windows" will give you what you need.
